COVID-19 is a contagious disease caused by the coronavirus SARS-CoV-2. In January 2020, the disease spread worldwide, resulting in the COVID-19 pandemic.

The symptoms of COVID‑19 can vary but often include fever,[7] fatigue, cough, breathing difficulties, loss of smell, and loss of taste.[8][9][10] Symptoms may begin one to fourteen days after exposure to the virus. At least a third of people who are infected do not develop noticeable symptoms.[11][12] Of those who develop symptoms noticeable enough to be classified as patients, most (81%) develop mild to moderate symptoms (up to mild pneumonia), while 14% develop severe symptoms (dyspnea, hypoxia, or more than 50% lung involvement on imaging), and 5% develop critical symptoms (respiratory failure, shock, or multiorgan dysfunction).[13] Older people have a higher risk of developing severe symptoms. Some complications result in death. Some people continue to experience a range of effects (long COVID) for months or years after infection, and damage to organs has been observed.[14] Multi-year studies on the long-term effects are ongoing.[15]

COVID‑19 transmission occurs when infectious particles are breathed in or come into contact with the eyes, nose, or mouth. The risk is highest when people are in close proximity, but small airborne particles containing the virus can remain suspended in the air and travel over longer distances, particularly indoors. Transmission can also occur when people touch their eyes, nose, or mouth after touching surfaces or objects that have been contaminated by the virus. People remain contagious for up to 20 days and can spread the virus even if they do not develop symptoms.[16]

Testing methods for COVID-19 to detect the virus’s nucleic acid include real-time reverse transcription polymerase chain reaction (RT‑PCR),[17][18] transcription-mediated amplification,[17][18][19] and reverse transcription loop-mediated isothermal amplification (RT‑LAMP)[17][18] from a nasopharyngeal swab.[20]

Several COVID-19 vaccines have been approved and distributed in various countries, many of which have initiated mass vaccination campaigns. Other preventive measures include physical or social distancing, quarantining, ventilation of indoor spaces, use of face masks or coverings in public, covering coughs and sneezes, hand washing, and keeping unwashed hands away from the face. While drugs have been developed to inhibit the virus, the primary treatment is still symptomatic, managing the disease through supportive care, isolation, and experimental measures.

ย้อนรอย’สิงคโปร์’ใช้เวลาศึกษา’คาสิโน’10 ปี แต่งตัว 5 ปี

แม้ว่ารัฐบาลยังไม่ได้ประกาศออกมาอย่างชัดเจน แต่ Nikkei Asia อ้างบทวิเคราะห์ของซิตี้กรุ๊ป (Citigroup) ซึ่งมีรายละเอียดและอัตราการจัดเก็บภาษี รวมถึงการคาดการณ์รายได้ “สถานบันเทิงครบวงจร” หรือ เอ็นเตอร์เทนเมนต์คอมแพล็กซ์ คือ สถานท่องเที่ยวที่มนุษย์สร้างขึ้น ทั้งหมดมีต้นแบบคล้าย ๆ กัน เพียงแต่ปรับเปลี่ยนตามเวลาและสถานการณ์ หากอยากทราบว่า กาสิโนของไทยจะมีลักษณะอย่างไร ต้องย้อนกลับไปต้นแบบจากสิงคโปร์ เอ็นเตอร์เทนเมนต์คอมแพล็กซ์ (ENTERTAINMENT COMPLEX ) หรือบ่อนเสรี ไม่ใช่นโยบายเรือธงของพรรคเพื่อไทย ที่ผ่านมาหลายรัฐบาลเคยมีความพยายามผลักดัน แต่ไม่สำเร็จ และได้รับเสียงวิจารณ์ขรม จากฝ่ายที่เห็นด้วยและไม่เห็นด้วย หลังจากพรรคเพื่อไทย บาคาร่า ภายใต้การนำของอดีตนายก “เศรษฐา ทวีสิน” เคยสั่งการให้มีการศึกษา และคาดว่าจะผ่านขั้นตอนของรัฐสภาภายในปี2568 ใบรับแจ้งการประกอบธุรกิจบริการแพลตฟอร์มดิจิทัล “Entertainment Complex, Soft Power, แลนด์บริดจ์ ไม่ใช่เรื่องเร่งด่วนเลย ยังคงยืนยันว่าไม่เห็นด้วยกับกฎหมายคาสิโน” รศ.

รอบ โกลด์สตรีท ซีอีโอของ LVS ระบุว่าไทยนับเป็นตลาดที่น่าตื่นตาตื่นใจมากในหลายระดับ และขนาดประชากรที่เหมาะสม คนเข้าถึงได้ง่ายและจำนวนนักท่องเที่ยวไปไทย ซึ่งแน่ชัดว่าไทยจะเป็นจุดหมายปลายทางอันดับ 1 ของเอเชีย ปัจจุบัน แม้เศรษฐกิจสิงคโปร์ฟื้นตัวแล้ว และเกือบ 15 ปีที่เปิดตัวเป็นรีสอร์ทควบธุรกิจกาสิโน ซึ่งผู้ประกอบการรายใหญ่ 2 แห่ง กำลังรื้อฟื้นแผนขยายการลงทุนขึ้นมาใหม่ และเพิ่มการลงทุนเป็นเท่าตัวเพื่อรักษาศูนย์กลางการพนันแห่งหนึ่งของโลก เช่นเดียวกับสิงคโปร์ที่เผชิญกับกรณีการฟอกเงินอย่างมากในปี 2023 ทำให้รัฐบาลต้องออกกฎหมายหลายฉบับเพื่อตรวจสอบธุรกิจกรรม และต้องให้มีการเข้าถึงข้อมูลร่วมกันเกี่ยวกับความเสี่ยงที่จะเกิดขึ้นด้วย

ปิยะ ต๊ะวิชัย อดีตผู้บัญชาการตำรวจภูธรภาค 5 ซึ่งปัจจุบันเป็นโฆษกพรรคพลังประชารัฐ กล่าวกับสื่อมวลชนว่า “บ่อนคาสิโนในไทยจะเป็นมะเร็งร้ายทำลายสังคม” ขณะที่รัฐบาลไทยภายใต้การนำของพรรคเพื่อไทย หวังดึงดูดการลงทุนใหม่ด้วยโครงการ Entertainment Complex ไม่ต่ำกว่า 1 แสนล้านบาท (ราว 3 พันล้านดอลลาร์สหรัฐ) เพื่อกระตุ้นนักท่องเที่ยวต่างชาติให้เพิ่มขึ้น 5-10% ต่อปี และสร้างรายได้มากกว่า 1.2 หมื่นล้านบาทต่อปี สำนักข่าว South China Morning Post รายงานว่า คาดว่าข้อกำหนดดังกล่าว รวมถึงค่าธรรมเนียมการเข้าเล่นสูงสุดที่ 5,000 บาท (150 ดอลลาร์สหรัฐ) จะสามารถจำกัดคนไทยเข้าเล่นคาสิโนได้ในอีกทาง โดยล่าสุดเว็บไซต์ระบบกลางทางกฎหมายเปิดรับฟังความคิดเห็นร่างพระราชบัญญัติ (พ.ร.บ.) การประกอบธุรกิจสถานบันเทิงครบวงจร พ.ศ. อย่างไรก็ตาม คาดการณ์จากนักวิเคราะห์ของ Citigroup นั้นระบุว่า ในกรณีที่ไทยจะมีรายได้จากคาสิโนถูกกฎหมายมากขนาดแซงสิงคโปร์ได้ จะต้องได้ออกใบอนุญาตตามแผน คือ กรุงเทพ 2 แห่ง พัทยา เชียงใหม่ ภูเก็ต จังหวัดละ 1 แห่ง

ขณะที่ Nikkei Asia ชี้ว่า กาสิโนมีความเสี่ยงจากการฟอกเงิน จึงเป็นเหตุผลว่าทำไมไม่มีผู้ประกอบการชาวอเมริกันในฟิลิปปินส์ เพราะผู้ประการชาวอเมริกันต้องได้รับการอนุมัติจากรัฐบาลตัวเองในการลงทุนต่างประเทศ และหากที่ไหนมีความเสี่ยงต่อการฟอกเงิน หรือ อาชญากรรม จะกระทบต่อใบอนุญาตในประเทศด้วย ขณะที่ รศ.ดร.ชิดตะวัน ชนะกุล อาจารย์เศรษฐศาสตร์ ม.เกษตรศาสตร์ ระบุว่า ในรายงานเกี่ยวกับ ๗๐ นโยบายหาเสียงเลือกตั้งปี พ.ศ.๒๕๖๖ ของพรรคเพื่อไทย ตามมาตรา ๕๗ แห่งพระราชบัญญัติประกอบรัฐธรรมนูญว่าด้วยพรรคการเมือง พ.ศ.๒๕๖๐ เพียง 4 เดือนที่เป็นนายกฯ แพทองธาร คณะรัฐมนตรี(ครม.) ได้มีมติอนุมัติหลักการ ร่าง พ.ร.บ.การประกอบธุรกิจสถานบันเทิงครบวงจร (เอนเตอร์เทนเมนต์คอมเพล็กซ์) ตามที่กระทรวงการคลัง เสนอ เมื่อวันที่ 13 ม.ค. ส่วนการเข้าไปใช้บริการจะต้องกำหนดอายุ 20 ปีขึ้นไป บุคคลทั่วไปต้องแสดงสถานะการเงินก่อนเข้าใช้บริการ และห้ามข้าราชการเข้าใช้บริการ เว้นแต่มีใบอนุญาต ซึ่งจะทดลองด้วยการเปิดแต่ละภาคของประเทศรวม 5 แห่ง ได้แก่ อย่างไรก็ตาม มีการคาดการณ์ว่าธุรกิจ ‘คาสิโน’ จะมีมูลค่าถึง 153.2 พันล้านดอลลาร์สหรัฐ ภายในปี 2569 คิดเป็นการเติบโตที่ CAGR 3.7% โดยคำว่า ‘คาสิโน’ เกิดขึ้นจากคำภาษาอิตาลีที่หมายถึง ‘บ้านหลังเล็ก’ ซึ่งมีที่มาจากการที่กิจกรรมการพนันมักถูกจัดในบ้านส่วนตัว ก่อนที่จะมีการเปิดอย่างถูกกฎหมายในภายหลัง โดยบ่อยครั้งที่ผู้ชมได้รับความบันเทิงจากการเต้นรำและดนตรีพร้อมกับการพนัน นอกจากนี้ยังมีอาหารและเครื่องดื่มคอยบริการอีกด้วย

ซิตี้กรุ๊ปมองว่า รัฐบาลได้แสดงให้เห็นถึงเป้าหมายการกระตุ้นอุตสาหกรรมท่องเที่ยวและการพนันถูกกฏหมาย “ดังนั้น การที่คณะรัฐมนตรีมีมติผลักดันเรื่องที่พรรคไม่ได้ใช้เป็นนโยบายในการหาเสียงเลือกตั้ง และนโยบายดังกล่าวมีผลเสียต่อสังคมและเศรษฐกิจอย่างร้ายแรง จึงอาจเข้าข่ายเป็นการหลอกลวงประชาชน 1638 ในชื่อ ‘Il Ridotto’ ซึ่งเชื่อกันว่าคาสิโนแห่งนี้ได้รับการออกแบบมาเพื่อสร้างความสนุกสนานให้กับผู้ที่เล่นการพนันในช่วงเทศกาลเวนิสที่มีชื่อเสียง และมีเฉพาะผู้มีสิทธิพิเศษเท่านั้นที่จะได้รับอนุญาตให้เข้าสู่สถานที่แห่งนี้ แม้ว่าการเปิดบ่อนในรูปแบบนี้จะมีแอบเปิดกันอยู่แล้วในปัจจุบัน แต่รูปแบบนี้จะมีความเสี่ยงที่จะเกิดผลกระทบต่อสังคมจะมากที่สุด เพราะเป็นการเปิดกว้างให้มีบ่อนการพนันเกิดขึ้นได้ในทุกที่ทุกเวลา ในขณะที่ภาครัฐจะไม่ได้รับรายได้ใดๆ เพราะเป็นรูปแบบที่อนุญาตให้เปิดเสรีแบบไม่ต้องขออนุญาต

โดยรัฐบาลจะเปิดให้มีสัมปทานจากเอกชนมาร่วมธุรกิจ โดยรัฐจะจัดเก็บภาษี 30% รวมทั้งภาษีบำรุงท้องที่เพื่อนำเงินไปบำรุงในพื้นที่เปิดสถานบันเทิง ด้าน พสุ ลิปตพัลลภ กรรมการของ Proud Group ซึ่งเป็นเจ้าของโรงแรม InterContinental 2 แห่งในไทย กล่าวว่า สนใจที่จะร่วมมือกับบริษัทเกมระดับนานาชาติ นอกจากนี้ ผลสำรวจของนิด้าโพลเมื่อเดือนมกราคมพบว่าผู้ตอบแบบสอบถาม 59% ไม่เห็นด้วยกับการมีทั้ง Entertainment Complex และคาสิโน

รูปแบบนี้เป็นรูปแบบที่เปิดเสรีมากที่สุด คาดได้ว่าจะทำให้เกิดบ่อนเล็กบ่อนน้อยในทุกพื้นที่และทุกสถานการณ์ที่เอื้ออำนวย เช่น ตามงานรื่นเริง งานศพ หรือในช่วงเทศกาลต่างๆ เข้าไปนั่งเป็นคณะกรรมการนโยบายอีกชุด แต่การที่ระบุว่าสถานบันเทิงจะต้องรายงานธุรกรรมทางการเงินก็เป็นมาตรฐาน สากลป้องกันอยู่แล้ว “รายงานนี้เป็นการศึกษาเพียงด้านเดียวจะเปิดให้ได้ตามธงที่ตั้งไว้ ขาดความรอบด้านถึงผลดีผลเสียทำการบ้านได้ไม่ครบยังไม่เพียงพอต่อการตัดสินใจว่าสังคมไทยควรมีกาสิโนถูกกฎหมายได้แล้ว” ที่ผ่านมาควบคุมไม่ได้ เพราะเจ้าหน้าที่ทำงานหรือเปล่าครับ” นายบุญลือ ตอบคำถามว่าจะควบคุมพนันออนไลน์ได้ไหม หากทำให้ถูกกฎหมาย วิสามัญพิจารณาศึกษาการเปิดสถานบันเทิงแบบครบวงจร สภาผู้แทนราษฎร สนับสนุนการตั้งสถานบันเทิงแบบครบวงจร ระบุในรายงานถึงสถานที่ก่อสร้างที่จะเสนอต่อสภาฯ มี 3 พื้นที่ด้วยกัน คือ “พนันออนไลน์มีจริงในประเทศไทยนี้ แต่เราไม่สามารถเก็บภาษี หรือนำใต้โต๊ะเหล่านี้ขึ้นโต๊ะ เพื่อเสียภาษีให้ประเทศของเรา”
